Two different council problems, two different routes.

A county or unitary GIS team inside the PSGA does not need another copy of MasterMap. A parish clerk outside the PSGA does. We handle both, but this page is the principal-authority data route.

You already receive OS Premium through the PSGA / OS Data Hub. The gap is usually delivery: public-facing planning maps, contractor APIs, LLPG joins, Highways asset viewers, and commercial reuse that sits outside the agreement. We consume your entitlement where we can, and license the rest under our partner terms.

Parish, town and community councils

Outside the PSGA — hosted mapping, not a GIS project.

Parish and town councils are not PSGA members. Embedding MasterMap, AddressBase or a parish boundary viewer still needs a commercial licence. That product lives on our dedicated parish and local council mapping page, scoped to parish size rather than enterprise GIS tiers.

How councils usually take the data.

1. Hosted application

We host the map, the tiles and the app. Officers get a login; residents get a public URL or embed. Useful when the GIS team cannot add another public site to the estate.

Best for: public viewers and parish-style hosted maps.

2. Hosted API / vector tiles

A tile or feature API on Cloudflare with OS attribution handled. Your existing intranet, CRM or planning portal consumes it. We can point at your PSGA entitlement where that is the lawful route.

Best for: principal authority GIS and digital teams.

3. Files for the GIS estate

GeoPackage, GML or shapefile cuts into the warehouse you already run. We still handle partner licensing for any use that sits outside PSGA, including contractor and public reuse.

Best for: established ESRI / QGIS / Postgres stacks.

If you are a principal local authority

You are inside the PSGA. We will not sell you a second copy of data you already hold. Typical work is hosting, public-facing services, contractor access, derived products, and datasets or uses the PSGA does not cover. We document which side of the line each delivery sits on before you sign.

If you are a parish, town or community council

You are not a PSGA member. A public parish map, asset register or neighbourhood-plan viewer that uses MasterMap or AddressBase needs a commercial route. That is the hosted parish product, not this principal-authority page.

Questions from council GIS leads and digital teams.

Do we need this if we already have PSGA access?

PSGA gives you the data. It does not give you a public planning viewer, a tile API, contractor access, or the staff to keep a vector-tile pipeline running. That is the work we take on, either consuming your entitlement or operating under our partner licence where the use sits outside the agreement.

How is this different from the parish and local council mapping page?

That page is a hosted mapping product for parish, town and community councils that sit outside the PSGA. This page is OS data licensing and hosted GIS services for principal authorities that already hold Premium data and need applications, APIs or reuse on top.

Can you work with our existing ESRI or QGIS estate?

Yes. File delivery into the geodatabase you already run is a common route. Hosted tiles are for the public or partner systems that the desktop GIS estate cannot serve cleanly.

Will you store our LLPG or resident data?

Only if the project requires it, and then under a written data-processing arrangement. Council-contributed registers stay yours. The OS basemap is licensed for the term of the engagement.

How fast can a public viewer go live?

A scoped hosted viewer using national layers we already hold is typically weeks, not a multi-year GIS programme. Bespoke integrations follow an agreed scope after a 30-minute call.

Who should we talk to first — GIS or procurement?

GIS or digital, with a one-line description of the public or officer workflow. We come back with a delivery option and indicative pricing under NDA so procurement has something concrete.
