The Public Sector Geospatial Agreement (PSGA) gives principal local authorities free access to OS Premium data. Parish, town and community councils sit outside it - and need a properly licensed commercial route. We support both.

Outside the PSGA - commercial licensing.

Parish, town and community councils, neighbourhood forums and BIDs don't have free PSGA access. We license OS data to you under a clean, affordable commercial agreement - or we host it for you so you never touch the licence.

Three ways to consume - whichever fits your council.

1. Hosted application

We host the map, the data and the app. You get a URL (or an embed) and a login. No GIS team, no servers, no licence paperwork on your side - we handle the OS partnership.

Best for: parish & town councils.

2. Hosted API / vector tiles

We run an API endpoint and tile server on Cloudflare with licensed OS data attributed correctly. Your existing council website, intranet or CRM consumes it directly.

Best for: principal authorities & tech-led parishes.

3. Custom build

A bespoke council mapping product - your branding, your workflow, your integrations - built and maintained by us. Phased delivery against an agreed scope and budget.

Best for: councils replacing legacy GIS.

How OS data licensing works for councils.

If you're a principal local authority

You're inside the Public Sector Geospatial Agreement (PSGA) and already have access to OS Premium data through the PSMA / OS data hub. We don't resell that. What we deliver is the layer above: hosting, applications, public-facing services and supplementary licensed datasets - either consuming your PSGA entitlement or under our partner licence where the use case sits outside it.

If you're a parish, town or community council

You're not a PSGA member. Using OS MasterMap, AddressBase or detailed topography in a public-facing parish map - even an embedded basemap - needs a commercial licence. We hold that licence as an OS Partner, so you consume the finished product under our terms rather than negotiating directly with OS.

Common questions from parish clerks & council GIS leads.

We're a parish council with a few hundred residents - is this affordable for us?

Yes. We scope pricing to the size of the council and the audience for the map (public vs internal). Parish-tier hosted applications start an order of magnitude below enterprise GIS pricing because we license once and deploy efficiently on Cloudflare-backed infrastructure.

Can't we just embed Google Maps or OpenStreetMap for free?

You can - but Google Maps lacks parish boundaries, footpaths and authoritative property polygons; and OSM coverage of UK addressing and rights of way is patchy. For anything that touches planning, consultations, asset records or definitive maps, OS data is the only appropriate basis. We exist because the licensing route was historically painful for small councils.

Do principal authorities need this if they already have PSGA access?

PSGA gives you the data. It does not give you applications, hosted public-facing services, vector tile infrastructure, integrations or staff. That's where we plug in - either consuming your PSGA entitlement or operating under our partner licence where it makes more sense.

Can residents use the public-facing map without logging in?

Yes. Public viewers are anonymous by default. Officer dashboards (asset registers, condition scoring, edits) sit behind authentication - we support email magic-links or your existing single sign-on.

Does the map work on phones?

Yes - all our council mapping deliveries are mobile-first. Residents typically open the parish map from a phone after seeing a QR code on a notice board or a link on Facebook.

Who looks after the data when it changes?

OS publishes refreshed national datasets every six weeks and AddressBase weekly. We pull those in automatically. For council-specific layers (assets, allotments, footpaths) we give you an editor in the dashboard or accept feed updates from your existing system.

Will the council own the data we add?

Yes. Council-contributed data (your asset registers, photos, inspection records, consultation responses) belongs to the council. The OS basemap underneath it is licensed under our partner agreement for the term of the engagement.
